Explained on 26 October 2026. This is an educational answer drawn from the dated article below; examples are hypothetical unless a specific source observation is identified.
How it works
A future start date matters for implementation. Reading a notice today does not make every provision operative today. A records policy also needs to distinguish new interactions from existing retained material; a future exemption is not permission to delete older records that remain subject to retention or unresolved matters.
A simple example
A hypothetical interaction on 30 October occurs before the specified 8 November commencement. The fact that a reader already knows about the circular cannot by itself move that interaction into a future exemption. Its treatment must follow the requirements applicable at the time.
What to check
- Keep issue date and effective date in separate fields.
- Check scope before changing a recording workflow.
- Review existing retention duties independently.
